when taking measurements for the custom order for the cosplay,with the outside leg measurement does that mean hip to ankle measurement or where we want the garment coming to?

Hello felix, yes, the outside leg length means from waist to ankle.
If you want specific dress length, we can change the length for you, please write it in remark box (in order form), and our tailor will adjust it for you. n__n
